The President took responsibility today for (parts of) the Katrina Clusterfuck.
Shit.
He's called the bluff. Now his critics (and me chief among them) can no longer call him a completely irresponsible fuckup. And, I'm guessing, he's soon going to realize that no one is going to take him to the wood shed, no one is going to humiliate him and, he might just look like a sympathetic, human figure. Hell, he might start taking responsibility for all kinds of things.
Then where would we be????!!!

You're narrowing the context here. The President is responsible for the government, beyond what he or she has personally done. They take credit for the economy when it's good and blame when it's bad, just as they do with almost all aspects of policy.
By your logic the President could not take credit for success in Iraq because he had "no hand" in the fighting himself.
The current President oversaw and was responsible for the reorganization of FEMA into DHS which, in this instance, seemed like it dropped the ball in several places (independent of whether or not others did the same). He's taken responsibility for this and he gets kudos for it (at least from me).
Put me in the raving moonbat category if you must, but I think the President, as the head of the executive branch, does actually have a hand in this.
